Confidence tiers follow §5.3. Canonical = FK or frontmatter tag; high = R1 hit OR R2+secondary; medium = R2 alone or R3; low = R4 or heuristic-only.

Signals: frontmatter project_slug → canonical override (+100); R1 scope-prefix hit +1; ambiguity penalty −1; cross-ref ≥2 canonical +1; stale >180d −1. Auto-skip: zero R1/R2/R3 + freeform + no tag + no linkage.

Budget: curation queue target <5% of ingested. Current run: 63 / 1244 = 5.1% (one over budget — tune classifier rules or route to ssot_inbox).

Classifier version stamp on every row makes partial re-tag coherent. Online rescan triggers: rule update, slug add/rename, operator CLI.
